That's when an evil organization called the 'Copper Party' takes over the Tokyo Metropolitan Government Building...

It's a letter from someone who was supposed to arrive 5 years ago. A single seed falls out. In order to make the "Evil Flower" bloom, the Hokke sisters transform into the Gedou Otome Tai.
