Twenty-one corpses are found in the water of Tai Wu. All of them are naked and their faces have been spoiled. They are all officials of the yamen. They have been killed by LUNG and YIK who impersonate them and move into the yamen. They use the tax to assist the poor and they plan to avenge their brother's death by killing PAO. PAO arrives and meet LUNG, who claims that he is the local judge, to discuss the case. LUNG invites PAO to stay, hoping to kill him with bombs. However PAO refuses and moves into CHART's house. CHART's original name is YEUNG. Fifteen years ago, the local judge lusted for his wife's beauty and raped her. She killed herself. CHART reported the case to the court but the corrupted officials refused to handle his case. Soldiers were sent to arrest him. CHART and his daughter were released by his loyal servant CHUNG. CHART jumped down a cliff and was saved by PAO. His daughter was saved by LUNG who named her YIK.… ...

LUNG masks himself and tricks CHIU. CHIU is fooled and leaves CHART's house. LUNG keeps PAO as hostage. LUNG tells PAO his intention tb kill PAO for his brother. CHIU follows YIK and tries to catch her but in vain. He just grasps her bracelet. CHIU returns and drives LUNG and his people away. PAO investigates the case and discovers that LUNG's brother is KAU. KAU killed himself because he killed an infant by mistake. He felt guilty. He left a letter asking PAO to execute him. On the other hand, PAO feels suspicious as there is no one reporting information relating to the corpses. CHART is shocked as he realizes that his daughter is still alive when he sees the bracelet. In order to get the bracelet back, YIK works as a maid in CHART's house. She wants to kill CHART by pushing him into a well. However she saves him as she was told that the bracelet that it belonged to his daughter. She is confused.

PAO discovers that LUNG has a foster-daughter and suspects that she is the assassin who tricked CHIU away. PAO is lurked by LUNG but is saved by CHIU. PAO visits LUNG in the yamen. CHIU discovers that the officials are wearing clothes with clothes coinciding the corpses' wounds. PAO and CHIU decide to hold a banquet to see if LUNG has a wound on his arm. They also discuss KAU's case in front of him to see his reaction. YIK overhears the plan. PAO orders a fisherman to accuse LUNG. CHIU catches LUNG and wants to check his arm. YIK comes and attacks them. YIK hurts LUNG's arm and as the new wound covers the old one, PAO and CHIU cannot identify LUNG.

CRIU fights YIK. Seeing that CHIU will defeat YIK soon, CHART intentionally let YIK catch him. They escape and take refuge in a deserted temple. CHART shows YIK the bracelet and tells her how they were separated. CHART begs YIK to remove her veil but she is so confused that she leaves. CHART drinks too much wine and he goes to ask LUNG to return his daughter. LUNG is shocked and imprisons him. YIK is in a dilemma. She decides to go to the shop as told by CHART. However the shopkeepers have been killed and the records were spoiled. She finds a masked man and catches him. She discovers that he is BILL. BILL admits that he is sent by LUNG. From the record, she finds that the buyer of the bracelet is YEUNG. She asks CHUNG and from him she knows that YEUNG and CHART is the same person.

PAO goes to meet LUNG. LUNG is happy as he has a chance to kill PAO. He buries a bomb in Peach Blossom Kiosk. PAO asks LUNG to send soldiers to search for CHART. He also shows LUNG the letter left by KAU. LUNG realizes that he is wrong and decides to stop his plan. On the other hand, PAO's henchmen identify LUNG's people as they cannot recognize the sacred sword. Pao's henchmen arrest them. YIK knows it and decides to poison PAO with poisonous soup so as to release LUNG's people. LUNG wants to fulfill KAU's hope to dismiss the gang. He and YIK protect their people. LUNG sets CHART free but he uses the antidote to threaten CHART, forcing him not to get YIK back. CHART has to accept the terms reluctantly. LUNG and YIK return to their fortress. YIK leaves a letter and goes away. LUNG is caught by CHIU and PAO accuses him of killing officials. LUNG shoulders all the accusation.… ...

PAO is confused as many famous doctors have disappeared. As most of the doctors' families receive letters from them which state that they are save, CHIU waits outside SIT's house. It is because SIT's family still have not received any information from SIT. At last CHIU finds a masked man sending the letter. The masked man manages to escape. CHIU suspects that the masked man is FAY who has disappeared for seven years. Meanwhile the Mother Queen suffers from incurable disease. The Emperor orders HAU to deliver the "Thousand-year Amber" to the Mother Queen for treatment. However it is stolen by FAY that night. HAD's daughter-in-law is killed. PAO is responsible for the investigation work. He gives the order to arrest FAY. In fact FAY kidnaps famous doctors and steals the amber so as to cure his wife.
